- In a small bowl, whisk together the dressing ingredients until well combined. Set aside.
- Bring a large pot of salted water to a boil. Add pasta and cook according to package instructions until al dente. Drain and toss with half of the dressing.
- In a skillet over medium-high heat, cook ground beef until browned. Season with spices, then drain excess fat.
- In a large bowl, combine pasta, beef, beans, corn, tomatoes, and mix remaining dressing. Toss gently.
- Transfer to a serving dish and top with cheese, scallions, and optional cilantro. Serve cold or at room temperature.
