Heat vegetable oil in a large skillet over medium heat.
In a bowl, mix flour, cornstarch, salt, and pepper.
Dip chicken pieces into the flour mixture, then into the beaten eggs, and finally coat with panko breadcrumbs.
Fry the chicken in batches for about 4-5 minutes on each side, or until golden brown and cooked through.
Remove and drain on paper towels.
In a separate saucepan, combine honey, soy sauce, rice vinegar, sesame oil, garlic, and ginger.
Bring to a simmer over medium heat and cook for 3-4 minutes until slightly thickened.
Toss the fried chicken in the sauce until well coated.
Sprinkle with sesame seeds and garnish with sliced green onions before serving.
