Method
 

Step-by-Step Instructions
  1. Boil the potatoes in salted water for about 15 minutes until fork-tender.
  2. Prepare the mashed potatoes by adding butter, milk, garlic powder, salt, and pepper; mash until smooth.
  3. Sauté onion and garlic in olive oil for 2-3 minutes until soft and translucent.
  4. Brown the ground beef in the skillet for about 5-7 minutes.
  5. Stir in tomato paste, Worcestershire sauce, mixed vegetables, beef broth, salt, and pepper; simmer for 5-7 minutes.
  6. Assemble the pie by transferring the beef mixture into a baking dish and smoothing the top.
  7. Pipe the mashed potatoes over the beef mixture in ghost shapes and add peppercorns for eyes.
  8. Bake in a preheated oven at 375°F for 20-25 minutes until golden.
