In a medium bowl, combine the softened cream cheese, garlic powder, onion powder, dried dill, salt, and pepper. Mix until smooth and well combined.
Lay one tortilla flat on a clean surface. Spread about 2 tablespoons of the cream cheese mixture evenly over the tortilla.
Layer 2 ounces of sliced turkey breast on top of the cream cheese, followed by 2 ounces of sliced cheddar cheese.
Add a handful of fresh spinach leaves and a few slices of bell pepper on top of the cheese.
Starting from one edge, carefully roll the tortilla tightly into a log shape. Repeat steps 2-5 for the remaining tortillas.
Once all tortillas are rolled, use a sharp knife to slice each roll into 1-inch pinwheels.
Arrange the pinwheels on a serving platter and refrigerate for at least 30 minutes before serving to allow the flavors to meld.
